Huggy Wuggy doesn't have any way to counter Seeker's Fear Manip from what I can tell and has overall better hacks, so Seeker gets my vote

Seeker and Huggy are somehow exactly the same stat-wise, so it’s gonna come down to P&A and intelligence here. Seeker has more useful abilities, like Fear Manipulation and Type 2 Immortality. Fear Manipulation would probably make Huggy freak the **** out, and Immortality would make Seeker hard to put down. So, Seeker FRA.
