I'd say likely, he's killed trained heroes on the regular and fought 3 UA students at once and would have won if he didn't get distracted, also his fighting style is all around the idea of getting a hit off so I think he could get a good hit off.
 
Kraven fought and hunted every single one of the strongest beasts in history as a Child and was bored at how incredibly easy it was, and has proven a constant physical match for Spiderman even outsmarting him on certain occasions

Also, the 3 UA students isn't a great example as Kraven crushes them in expirience and strength
 
Of course, that fight with the U.A. students is not indicative of Stain's top skill, as he was holding back against two of them and he was focused on finishing the fight quickly when he heard back up was coming.
 
No, as he is clearly loyal to his philosophy and saw Deku and Shoto as true spirits of heroism. Stain was only wanting to kill Iida because Iida was a false representation of heroism in his eyes.

Stain was trying to cut them but not inflict any critical injuries, which sharp weapons tend to do.
 
Yeah, Kraven is arguably one of Spider-Man's most skilled enemies. Stain wins if he lands a hit, but that's not very likely to happen. Kraven FRA.

That proves my point though, if he wanted to go all out to finish the fight quickly, he wouldn't be restraining himself to do so
 
The fact that he wanted to finish the fight quickly meaning he couldn't take his time to plan anymore and was losing focus, which is how he got distracted at the end.
