or he can just tap the ground so croc gets electrocuted

Elemental intangibility in Crocodile's case is simply sand, which, obviously, punching a wall of sand doesn't work too well, but, attacking on the atomic level would bring pretty much any logia to heel, even, say, Ace couldn't survive that since most logias are grounded in logic and have atoms.

Darker Than Black doesn't do stuff like that.
However Hei's much, much more agile and much more of a tactical fighter. Same guy who fought super-powered contractors with a wide plethora of abilities while Hei had none at the time. Hei's Analytical Prediction allowed him to directly tango with another contractor with an even better Analytical Prediction called Uber-Sense.
Hei shouldn't have any issue when it comes to deducting Crocodile's weakness of what. One dagger throw, Hei releases Croc is made of sand and opts to bait him to get him wet (Given that this is SBA, there's a river and multiple ways for him to obtain water. or decides to transmute Croc down to his prior state (Sand to Silica.) but this would tire Hei out.
Hei can also neutralize any lethal attacks that Croc tries (Such as the succc.) with his Electrical armor that'll protect Hei from damage while damaging anything that's near him.
