Everything is simple here.
Power Scaling doesn't work here. Because there is a social hierarchy in hell, not a hierarchy of power. Sinners and imps should not be equal to each other. Otherwise, I.M.P. would have been at the Small Town Level through Angel. Or that sinner on whom the stone fell would be hypersonic+ and Small Town Level. Besides, according to the rules of the wiki, we also cannot scale them.
