Well, Natasha's equipment have more powers and she is probably more skilled. I'm not sure about the extent of Harley's preparation, so I'll go with Black Widow

This version of Harley makes a pretty good use of her agility and has even incorporated her surroundings into combat now and then, but I don't think it's to the point where it and outmatch Widow's skill and strength
