Noir’s definitely got some impressive skills and combat showings, but I’d honestly say Black Widow can pretty much do whatever he can, just better. Her skills as a spy are toted as unmatched, she’s dealt with much greater opponents and often deals with greater numbers, has an edge in agility, and her Widow’s Bite would provide her with an unpredictable means of scoring hits on Noir

Black Widow also has much more experience against opponents equal to her or stronger. She's fought Hawkeye several times, trained savagely against numerous other killers from her program, and many, many more. The super people in the Boys are almost exclusively accustomed to fighting normal humans, and even Noir is accustomed to fighting people weaker than him.

Only time he fought an opponent who could fight him was when Soldier Boy wrecked him, and Soldier Boy is, if anything, even less skilled. We can point to Queen Maeve self-teaching sword work, but that allowed her to completely outskill Homelander, and Noir and his weird cartoon schizo fantasies had already died like the pissant he always was by then.

So, for Black Widow, Noir is a less skilled version of the many enemies she's fought in the past, while to Noir, Widow is basically his death incarnate; stronger than anything he's ever fought aside from Soldier Boy, more skilled than anyone in the Boys, and fully trained to kill people exactly like himself.

Widow wins.

Just wanted to mention that Soldier Boy is FAR FAR stronger than Noir. SB could have 0 skill and still wreck Noir, so is not really a good example.

Pretty sure Soldier Boy pretty much does have 0 skill. I guess he at least has experience in regards to pain tolerance, although ironically he didn't have that experience when he beat up Noir. That's an area in which Homelander is effectively outskilled by literally every conscious being.
