Is not Balmung limited to the speed that he can activate it? Issei could dodge it or use divide to halve its power and then reflect it.

It says that Anti-Heros and Dragon Slaying weapons are capable to bypass the bonus defense of Fafnir. Penetrate and Ascalon can easily get rid of that.

Not sure about skill, but Issei constantly fights people way more skilled and experienced than him.

Balmung has an extremely high activation speed, as well as an extremely wide reach. Dodging it is unlikely.

Does Issei have Divide in his Triani forms?

Penetrate, Divide, Ascalon and Booster Gear (Which is spameable) can do the job with his defenses.

Well, Issei has far better range than him so he stay out of the area by flying, and even then, he could use Divide, Dragon Blaster or Longinus Smasher to deal with Balmung.

Armour of Fafnir is not literal armour. It's just Seigfried's body. So Penetrate which "allows Issei to bypass and hit through any defensive ability that would impede his attacks from directly touching the target" will not work, as he is directly touching Siegfried.

Booster Gear can buff his power, yes. He can also use Red Wyverns, those can Boost themselves and then Transfer the power to Issei.

He has a calc that puts him to city level, Cardinal Crimson (The one used here) is 7-A due to being massively superior to his other forms.

Penetrate will work as long as the target is protected by something, we have seen Penetrate allowed Issei to see through clothes even if he just used it on his eyes. So if Armor of Fafnir is a defense that blocks damage then Penetrate will bypass it and allows Issei to deal damage directly on Siegfried. Also Issei isn't touching Siegfried, he is touching Armor of Fafnir in your words.

The armour Siegfried wears is just armour. It's not Armour of Fafnir; which is Siegfreid's own body.

Certainly it'd be a bit of psychological intimidation for Issei
