Basically, Hanged Man can co-exist in the mirror realm where Illuso resides. That's how I see it. Because of this Illuso can essentially come face-to-face with Hanged Man and fight him directly.
 
How I see it, Hanged Man has some type of invulnerability within the mirror. Kakyoin even said that there is no Mirror World for him. So I don't think he can attack Illuso within the World inside the Mirror.
 
It can due to the new rules, it's a match made in heaven.
 
Characters who rely upon each other in order to use their abilities can be put in matches together, or something like that. I'm pretty sure you can find it in the SBA.

Now, Illuso not having a visible reflection unless he is trying to take you in is a major advantage. Since The Hangman's damage translation won't work unless he targets him. The usual tactic of Hol Horse shattering a bucnh of mirrors doesn't really help anyone in this case either, because both are advantaged by that
 
The anime goes for the MitM arc, we may spam a few matches with Illuso.
 
Guys, speed gets equalized automatically in these cases. One just has to point out the difference.
 
I think it is a toss up on if Illuso can reach the mirror or if Hangman can reach his reflection first.

Hol Horse will obviously open by shattering all the mirrors, which only makes this more chaotic. I think Imma have to vote inconclusive because if he reaches the mirror then he should be safe since he will then lack a reflection and will be free to pull in Mr. An Entire Horse. At that point he pulls in J. Geil after

Basically, Inconclusive unless the enviroment changes

I may be late but, how did Polnareff land a blow on his chest then?
 
When Hanged Man was going from one reflection to another, he only gets the invulnerability within the reflection.
