Base is 9-B and High 7-C for an attack after two minutes. Incomplete BxB lasts less than ten seconds and can't use Boost due to the massive strain on his body.
 
I'm imagining Flowery meant than Issei starts at base, but can use anything how he would use it normally, and can acces any form he has acces to.
 
So...

Han speed amps and becomes Sub-Rel.

He observes, sees what boost does and freaks out.


At this point, if Issei takes Han by surprise and AOEs to death, he probably wins.

If not, Han summons a Hound of Tindalos and Issei gets his mind ripped apart by something he can't interact with.
 
I mean that if Issei starts of with a wide area attack (Like, 180┬░), then he probably one-shots.

If not, GG teleportation and then mindhax.

CxC Issei > Jugg Issei > Triana Issei = fast enough to blitz someone that's 1.3% light speed even after warning them.

It's instant and Dragon Shots are pretty damn fast without need for any sort of charge time since he's not in base, meaning he doesn't have to use Boost prior.
 
You mean on tought? I doubt it is litirally instant.

Plus, I am talking about a pretty weaker version of it, but I don't remember Dragonshot having that big of an aoe. Han's reaction time could get him to teleport out unless it is really large aoe.
 
Yeah, of course. It can activate on thought.

Way back in Volume 2, it put a huge hole in a mountain and it later destroyed a tennis court and the surrounding sports grounds despite holding back the power so he wouldn't ruin something. He mostly holds back the destructive power of his moves or aims them into the sky for one reason or another.
 
Put Issei against Seeker or Shin, lol.

If both of their moves are "Think to get faster", then I guess it mostly depends on who has the better amp. And what they do right after.

Though they also start 20 meters apart. Which gives both of them room to do things since that's not melee range.
 
Well then, Issei via Han likely going for Observe before he goes for Stat Amps or Mind Hax.

That, and Issei would likely have a low-enough level to underestimate him.

Shin I'm not sure about, don't know what Issei can do to someone he can't kill.
