Hagoromo juubi jinchuuriki scaling

Kaguya's ETSO is created by the juubi chakra and the divine tree chakra. Hagoromo can spread his base chakra to the world(=divine tree) also hagoromo's juubis was superior and strongest juubi than kaguya's juubi so it turns out he has enough chakra for etsb? likely high 4c?
