You know, I'm gonna vote inconclusive. We have absolutely know idea if King Hassan's death manip will be able to get around Gil's authority. There is about a 50/50 chance, since Gil was able to Kill Tiamat who had comparable authority, but Merlin had already taken out the most important part

Well not necessarily, because Hassan has shown to be able to apply the concept of death to tiamat despite her authority, but the important part of her authority had been taken care of by Merlin, so we don't know if he could to Gil or not
