Yeah, I don't think these overseers were revived through the Reconstruction
and seems to have them at their peak rather than at the present
But some are sane to not do anything

Since she should resist being summoned/manifested by thoth since technically her powers is of the stars which would faill to work when it comes to Phoenix and you can't even replicate her powers even if you have her ash
And as we know it already, beings on their level can decide not to grant their help/powers like raziel needing permission from the omnipotent to use his powers even tho she already had everything she needed

So even if lets say. Zurvan has low 1-A AP. If he never managed to fully use it or it never happened that he used it. the information thoth manifested will not include those
She works based on information, so it doesn't fully manifest the entity.
At best, it would only summon a Phoenix's weaker incarnations or revivals not its entirety since it exist outside unobservable

she would summon one of phoenix's iteration
which um can be weak and easily killed
but because phoenix is about revival
it doesn't matter and Phoenix gets stronger each revival
so the strongest she can summon of phoenix is the one that Sandalphon and Siete struggled against before Omnipotent Captain actually beat her completely
I thoughjt about adding Sky-God and Astralia
but then i remembered Estalucia stated that all powers gained during their time in Estalucia will be surrendered so obviously it includes those
