I have noticed the Attack Potency section of Sandalphon is kinda messy or I'm missing something? The 12 wings key mentions him clashing with Avatar Belial and Lucillius, but he never unlocks 12 wings until his very final battle with Lucillius.

12 wings are in the same key as Four Primarch wings. It is simply listed as a Higher rating

Though how he manifested is unknown.
It was just acknowledged that it exists and MC fought them (Super Ultimate Bahamut, Hexachromatic Heirarch, Lucilius zero )

Blue hair zero is different from normal zero. Even Relink only shows zero.
If Lucilius just pops out Boundary power it would be pretty big deal I think.

If you ignore the power scaling we do here for sake of profiles (granblue timeline is messy to say the least) the number of characters who are DEFENTLY above him isn't that big. Chaos Beelzebub, Phoenix, otherworld dragon, and maybe six (seven) dragons? Other than Bahamut of course and these weird gods.
The creator of GB won't have Zeta solo lucillius because of "power creep" in a game event. They try to compare him to Bahamut versa who is a piece of the sky god in relink. He's still very relevant by that logic.

Chaos Beelzebub is debatable. He wasn't there when Lucilius achieved 12 wings and was already banished by Cagliostro.

Six dragons, probably not but Hexachromatic seems to be in his same tier for zero
Sky-God and Astral-God both will always scale above him for the virtue that any progress (or creation for Astral) will always be reflected to the 2 Gods

He's still top 10 in the verse after everything you mentioned, which is actually impressive if anything cuz his event was like a 7-8 years ago.
This is without taking into account his zero forms we only have proper showing of 12 wings and that it. We just have to wait and see his grand return that the games has been teasing for years now.

yeah but somehow due to how much Aura this dude has. people look at him and believe he is the strongest or at the top 3.

The peaked with WMTSB event as a whole. Sandalphon is the most popular male character to this day, Lucillius is the most iconic granblue villain period, Belia still makes every female player wet by just winking.

Luminary scaling is kinda weird atm
on one hand there is someone who parried Otherworld dragon's Skyfall
on the other hand there is green knight who are mostly doing secretary thing
right now her best chances would be Green Knight. But Green Knight seems to excel more with magic
Blue knight - She might be cooked as Blue Knight is comparable to Gallanth before he confronted Bahamut's incarnation before versusia
Red Knight - she might be cooked as well based on feats alone and the fact that Red Knight is stated to have the strongest Firepower
White Knight - Skill merchant
Golden Knight - Skill merchant that copies or reacts according to copied abilities. Capable of going against Red Knight
Black Knight - Apollonia is stated to have become stronger than regular Luminary Knights with blutgang
Purple Knight - Can literally see the future

Gallanth is MC's father. Pretty much by a lot of strong people, and acknowledged as one
and when he finally appeared and told his backstory. His feats and story are consistent with his fame
Being able to defeat an incarnation of Sky-God is no easy feat, seeing as it even takes multiple Astrals to do it on one, and even failed to fully control him (Proto-bahamut)
Blue Knight is Gallanth's friend Walfried, who also travelled with him, and they are both seen as equals and rivals. Only leaving after Gallanth decided to confront the Sky-God and returning to become the Blue Knight.
Red Knight or Crimson Knight is one of Gallanth's students for swordmanship, and seeing how his technique and sword skill allowed him to parry the Otherworldly Dragon
Says a lot. especially seeing how Crimson Knight considers his skill even inferior to Gallanth's still
Narmaya only scaled with Revenant awakened Eternals afaik, but not their Blue hair, who would at least be able to contend with Gallanth or either of the 2 Gods. but afaik the 2 Gods in their true forms have the potential to be stronger than Boundary power wielders

I know who Gallanth and Walfried are, I am just not following this scaling here.
A full powered Eternals is said to be stronger than combined might of all 7 luminary knights, obviously Narmaya doesn't scale to that but Walfried clashed equally with base Seofon and Narmaya should scale to that version of Seofon of her stalemating Etha for a whole day. Parrying otherworld dragon is just out there.
