OK, so with the Croc's Enhanced Senses and Higher Lifting Strength, the Croc would be able to know when Anabel gets close to it and it proceeds to do 1 of 2 things. Death Roll or Drown its prey.

Wait, how much time is Anabel given to beat the crocodile? Seeing as they're both in-character and win condition is via death. She could just try to outlive the crocodile lol, seeing as she isn't bloodlusted and smart enough to not fight a crocodile head on. Or would that be a massive cop-out

I don't think that would work in a battle situation. However, if you think that the croc can't kill Anabel, and Anabel can't kill the croc, you can vote incon.

This looks like a stomp. Anabel seems to scale to regular cops while the Crocodile is stated on its profile to easily slaughter any human with zero difficulty. Anabel punches it, hurts her hand, and is immediately one shot.
