Medea has my vote. The terms don't list a factor of tiers so yeah...possibly 2C and her 2C feats stand. Conceptual and casualty manipulation? Yeah, this is sorta unfair against someone who hasn't got a definite way to deal with them...

Yeah, Grand priest definitely has an AP advantage but it's kinda useless against someone like Medea, and it's all he has over her.
