The OC not having a character has always been a problem, specially in cases without prior knowledge like this, since he doesn't know which one of his weapons would or wouldn't work, and he could just randomly start with any of them; he could win if he starts with gas, but it is impossible to know what he would start with; although one could potentially give the advantage to Bubsy, since the OC only has one affective weapon, while Bubsy could kill him with anything, meaning he could have a higher probability of victory, but meh.

CH is also the most pragmatic human who ever lived, so I'd say it's actually likely he'd start with gas sense it can usually kill most people in the shortest amount of time and with minimal effort on his part.

Bombs can do so as well, and so can guns, actually, most of the stuff he has can kill most people in the shortest amount of time and with minimal effort on his part; honestly, gas is not that much different from any of his other weapons when it comes to effectiveness against other people, he can just randomly start with any, it is impossible to tell how this fight would go.

Bullets and bombs can be avoided with cover. Gas can't.

Gas can be avoided by not inhaling it, bullets and bombs can't. All weapons have weakenesses of some kind.

Certain gases don't need to be inhaled.

Then just don't touch the gas, which is just as difficult for an average person as dodging an exposion or dodging bullets, that being pretty much impossible, for all three.
