I agree with josh, shisui won't use genjutsu immediately while goku would have all the reason to immediately knock him out

How do I act like that? Also, it shouldn't happen, I can understand Speed Equal to avoid stomps, but others unecessary rules just to give advantage shouldnt be used

This doesn't change what I said though, if the profile uses stuff from the game then Shisui's fight with Danzo and the Anbu is fine since it happens in the game.

Shisui is not similar to Itachi at all. Read the entire thread or the last couple of posts. Shisui in character is a speed based fighter. he’s not called “Shisui of the body flicker” for no reason
In character he has never started a fight with genjustu or even used it at all in the series.

No, regular characters that don't have god ki can sense him until he transforms, there are numerous examples in the show when characters stop being able to sense him once he transforms into blue which proves he doesn't have god ki in base.

Yes. His character is similar to Itachi (Even the wiki says that - https://naruto.fandom.com/wiki/Shisui_Uchiha#Personality), both don't prefer to kill their foes but they prefer to use genjutsu to incapacitate them instead. Didn't he use genjutsu against Ao's teammates?

So it is obvious for him to use genjutsu in character and likely starts with it too, he just doesn't start with Kotoamatsukami his most powerful genjutsu right off the bat as you said.

This isnt a counter, Koto has a cool down period of 10 years, If Shisui had used it against Danzo he wouldn't have been able to Use it on Fugaku and stop the Uchiha Revolt.
