But seriously, against super weak characters he uses his enough strength to quickly end the match like he did with the robbers. And in the 23 tournament.
If shisui has a change with his genjetsu abilities
Goku has better teleportation with it. Can sense his intent, power level and his palac. Ge can use his Kia to just one shot or throw him, can use pressure points. Ki blasts to keep him away and solar flare to blind him and create an opening
Or just flex his ki

The only way this wouldn’t be a stomp is if Goku was blood lusted. Naturally, Son-San wouldn’t provoke Shisui given the reasons above, and would just wait to attack

Goku exists and shisui turns to atoms, goku would accidentaly breath too hard and shisui would get skinned from wind pressure, the only way shisui even has a chance is if he was literally bloodlusted, and even then goku looks at him and shisui disintegrates.

Shisui will use Kotomatsukami off the bat because his going to Instantly notice the Disperency between his power and Goku Chakra/KI (even a Goku that's holding back will be several million times above anything Shisui has) Shisui isn't stupid, why would he lead with anything other than Genjutsu when even inside the Narutoverse Genjutsu is treated as means to Incapacitate outside of H2H or Ninjutsu and tools.
