I think he only gets that in his powered up form. He can still project it though.

At the beginning of KFP3 he doesn't know how to use chi. This Po has 8-B durability though, I don't think Goku can harm him.

I'll just change him to his second key so there's no city block dura.

Well then it's an 8-C vs a High 8-C. Goku's feat is like 10x the one on the KFP profiles. Arguably KFP have lightning feats and a 0.66 ton feats, but those aren't on the profiles.

I thought po Was higher into the tier, 10x is stomp material I think.

Well he upscales massively, but I doubt he'd stand much of a chance with the profiles as they are now.
