Goku and Vegeta Tiering

If Goku Black is 3-A in base due to tanking hits from SSB Vegeta, shouldn't Vegeta and probably Goku be 3-A in base as well since Vegeta in SSB later surpassed SSR Goku Black? And since SSR is confirmed equal to SSB that should mean Vegeta's base was stronger than Goku Black at the time. Do we buff Vegeta or nerf Goku Black?

Actually there are several episodes confirms that Base Goku/Vegeta are 3-A, but we will upgrade them after the tournament.
