I think makes sense that while like Rozan was fliying at MFTL speeds, she could react and act at same velocity.

Ofcurse there are also explanation of levels or rating. Looks like the more stars a monster has the stronger he is. The Ax increases the number of stars for the user. In this case the Ax was made for Godzilla as a booster.
