Isn't the term "higher" usually for something unquantifiably higher but within the same tier? For example, original PoH Kratos also had "2-C, likely higher."

Shouldn't Thor have Resistances like Ice Manipulation/Extreme Cold for being unaffected by Fimbulwinter and taking attacks from the Leviathan Axe? And would he have Resistance to Fire, Chaos and Holy Manipulation for withstanding attacks from the Blades of Chaos during the final fight?
