In season 14 episode 20, GOD said he created a multiverse with a countless number of universes. So i think he should be 2-b for this. Edit: Also in this episode, it seems that he is been lying about wath he can and cant do for the sake of his plot, like about how to kill Jack.

i think he is even more powerfull as he was mentioned as the writer of the entire supernatural show and know exactly everything and all of it was a play to him that he himself constructed. And he ofcourse doesnt deserve mery low2-c atleast 2-b or even 2-a should be given to him. The only thing stoping him from going beyond is amora and the thing that he could die but wheather he can resurrect himself after being killed is unknown or hell wheather he can truly die or not is also unknown.

We'll have to wait to see if God really is higher than Low 2-C. We don't even know if there isn't another version of God for each universe like there is for Michael, Lucifer, Gabriel or Death. Maybe God exists in different versions.
