the world of the Adeptus is the real (physical) world.
not world consciousness like PoE Raiden Shogun which has no physical form. So creating an Adeptus realm should be able to gain attack potential
for example, when you create/destroy a real planet you will get tier 5b. even if you can only move a planet it will also gain attack potential, although it will not reach planet level.
This can happen because the potential attack is related to the energy that the character can release, as long as what the character does is related to physical objects then it requires energy so that the potential attack can be scaled.

Unlike Shenhe, Naruto was stated to have surpassed all his Toad Sage Predecessors, with other statements like Pain saying he's pushed him the farthest

I know this has nothing to do with Genshin but Sage Naruto did not mid diff Pain lmao. That man had help from all the sage toads, had clones preped to recharge SM, had almost complete intel on Pains powers, and was fighting a Pain that was tired from fighting and blowing up the leaf and he still got rocked by Tendo. He then got svaed by the nine tails, got rocked again (literally) by Chibaku Tensei. Got a full heal and Sage Mode recharge from Minato and Tendo alone still pushed him to extreme diff.
This isn't to say Naruto isn't stronger than Jiraya by that point (it's literally stated that he is) but if he fought a fully healthy Pain solo he would have gotten mid diffed

As much as I don't want to give Puppet anything, the fact that a victory through attrition is possible for Shenhe would mean that the God's wrath wouldn't have dfeated her before that happened implies that they were very comparable to one another
