Gen 1 and 2 Legendary speed upgrade

I've noticed in during my Leaf Green Nuzlocke that Zapdos' Pokedex entries basically say that it launches true cloud-to-ground lightning in its attacks.

  • "his legendary bird Pokémon is said to appear when the sky turns dark and lightning showers down." -Blue
  • "A legendary bird Pokémon that appears with a gigantic thunder storm. It flies with the buzz and crack of electricity." -Stadium
  • "Zapdos is a legendary bird Pokémon that has the ability to control electricity. It usually lives in thunderclouds. The Pokémon gains power if it is stricken by lightning bolts." -RSE
  • "A legendary bird Pokémon that is said to appear from clouds while dropping enormous lightning bolts." -Red/LeafGreen
  • "A legendary Pokémon that is said to live in thunderclouds. It freely controls lightning bolts." -Platinum
  • "A legendary bird Pokémon that is said to appear from clouds while dropping enormous lightning bolts." -X
  • "A legendary Pokémon that is said to live in thunderclouds. It freely controls lightning bolts." -Y
  • "Zapdos is a legendary bird Pokémon that has the ability to control electricity. It usually lives in thunderclouds. The Pokémon gains power if it is stricken by lightning bolts." -OR/AS
All of the birds have their attacks shown to be directly as fast, and all of them and Lugia can dodge 'em. Would scale to the Mew duo and Ho-oh too. It's a bit difficult to directly calc though.

Furthermore, Raikou is directly stated to embody the speed of lightning, and to have fallen with it. And it also states how it has clouds that let it fire electricity. I don't know if anyone directly dodged attacks from it.

  • "The rain clouds it carries let it fire thunderbolts at will. They say that it descended with lightning." -G/Stadium 2/Leafgreen/X
  • "It is said to have fallen with lightning. It can fire thunderbolts from the rain clouds on its back." -B/W/B2/W2

If these are Pokedex entries, then I'don't have no problems upgrading them with these.

Sweet. I got my girl Prom on board. Since a good amount of admins are for it, I'll get one more and then upgrade.
 
Since these are directly based on the Pokedex descriptions, the speed upgrade proposal is OK.

Feel free to upgrade the relevant profiles in question. The Legendary Birds and the Legendary Dogs will be upgraded, correct?
 
The genetic duo = Mewtwo and Mew, correct?

My only concern with Zapdos is that unlike Raikou's description, Zapdos' Pokedex explanation only say that he can freely control lightning bolts, and control them at will, which qualifies for Massively Hypersonic+ attack speed.

However, the evidence that Zapdos can actually move at t he same speed of a lightning bolt seems a little, iffy. This is because unlike Raikou's explanation where he literally embodies the speed of lightning, Zapdos can only control them.

Just because you can control something =/= moving at the same speed as the object in question.
 
It's because the rest of the birds are capable of easily dodging attacks from one another, and they rarely ever land a hit on each other.

Regardless, the scaling could still be like:

Raikou is MHS+. Ho-oh is superior. Lugia is equal to Ho-oh. The birds can tag Lugia
