Garchomp vs Ruby Rose (speed equalized)

Ruby's ice dust should destroy Garchomp. I think ruby takes this because of that.

Depends...Does Garchomp get a yache berry? What nature is it? In the anime, there's BS like Dragonite shrugging off multiple ice attacks from Pokemon like Beartic and Mamoswine and then smashing them in the same rounds. Is this Cynthia's high 7-A Garchomp? So many variables.
Against 8-A Chomp with only attacking moves, Ruby could take a majority and win easily. Against a Garchomp with sand storm, sand veil ability, swords dance, outrage and dig, Ruby could find herself struggling against a super evasive, hit and run dig spamming Garchomp with increased attack due to swords dance while a huge sandstorm is also interfering with her concentration and sight.
