Jinka can predict Luffy's blows in the future with fairy eyes and can also increase his speed with Spear of the Wind god. Btw, counted.

Gear 2nd also passively speed amps luffy as well And the fact that he can dura neg with red hawk not to mention his Combat reaction speed is just about Ls with observation haki.

I know what you mean, but if both can boost speed, wouldn't that factor be nullified? The problem is that Red Hawk is an easy move to deal with, since Luffy needs to stretch his arm farther and then hit the target (Hit someone with passive precog and forcefields would be very unlikely).
Btw, how is Luffy going to face in h2h someone who can make up to several gigantic fists to punch him in the face? (He had problems with Katakuri, precisely because of this factor in the following arc).
