I am not understand

or most actual fighters might be able to scale above this.

On wiki anyone above her is either upscaling from her (can beat abyss mages much easier)
Or directly 7-A or even higher

depends on what "local legend" is. I recall fighting people that made a name for themselves when you have to enter Beidou's tournament to get to Inazuma, and those were very obviously fodder characters, so I'm not sure if it means anything

Local legends only upscale from their classic counterparts, why ? Because they litteraly have ZERO lore only Liam, Rocky and Cassius have very tiny lines of lore and they don't give us anything to use for scaling. We don't even know if they are comparable to each other. (Btw Furina got squashed twice against Vivianne)

probably, but visions actually use elemental energy to cause stuff like storms tsunamis tornoadoes etc so probably not, or maybe making elemental energy ues could fix that

This calc is bad. Flooding the building doesn't mean she literally filled every inch of space in the building with water.

at best you could scale local legends above their normal counterparts
