Heavy Weather works by subliminal messaging, so it should still be able to work on Storm since it isn't actual proper mental manipulation or anything like that.
Basically, Weather Passively wins (but not stomps since there is a probability aspect to it), unless storm instantly gets rid of the rainbows which she has no reason to do.
For these reasons, I vote Weather

What tier is she getting downgraded to? Unless it it so low that she cannot get rid of the rainbows, the results shouldn't change
