Toki-Toki already controls the space-time of the multiverse, and this is just more information on him saying he holds fate/destiny in reference to the new DBH mission

Anyone with that degree of power could be said to hold fate in their hands without it being literal Fate Manipulation. Not only is it vague as hell, it's just from a trailer.

Shouldn't Xenoverse Fu have Fate Manipulation due to being able to create a scenerio where Demigra becomes the Supreme Kai of Time or is that just Time Manipulation? Looks like flat out Fate.
Fate Manipulation is the ability to manipulate destiny itself to achieve a desired result. More subtle forms of the ability can simply nudge events in the users favor while more powerful variations can make it possible to ordain one's victory against their opponent.

Unless you want to give every protagonist who's stated to have "the fate of the world in their hands" fate manipulation it's just a figure of speech.

"A bird that holds fate/destiny" seems like a figure of speech referring to Toki-Toki's ability to create new timelines.
