Evil Eye's Lifting Strength is class M, Gun Devil's LS is unknown, so we'll assume equal LS.

Speed is equal because Evil Eye's speed is unknown.

Evil Eye's Hax: Superhuman Physical Characteristics, Flight, Telekinesis, Wind Manipulation, Forcefield Creation, Body Control (Is capable of shrinking and hiding its body at will)

Gun Devil's Hax: Superhuman Physical Characteristics, Flight, Large Size (Type 2), General Devil Physiology, Natural Weaponry, Weapon Mastery (The Gun Devil possesses perfect aim even from immense distances), Homing Attack (Has dozens of guns for hands, that are able to track and kill people based on certain conditions)

I think Gun Devil's Regen and homing attacks could give him the win. Evil Eye could block them but idk if he could block all of the projectiles.

Well Evil Eye has superior durability with his barrier, which covers his entire body alongside using large buildings as cover as well.

He also is able to create tornadoes so he could make one around him and mess with the momentum of the bullets, even if we assume LS is equalized (which means Evil Eye can't just TK crush) Evil Eye with his AP advantage would eventually kill the Gun Devil as its regeneration depends on blood consumption.
