Probably not in the US. The political system is way too slow, and there's no part of government that could move to do that, pretty sure having the army operate within the US would break the law, and even if a president tried to order it it's unlikely that commanding officers would follow the orders. The national guard could get involved, but it wouldn't be martial law so much as helping evacuate civilians and deal with damages. Meanwhile tracking down the terrorists would be handled by the FBI and/or counter-terrorist unit.
