Okay, so his Dogma has two sets of powers. The first one, which contributes the most to his intelligence, allows him to remember everything he has ever experienced since he was born down to the most minute details (yeah, it's just photographic memory) and he can learn shit really fast as a result. Any information his brain can't hold or is currently unneeded gets transferred into The Boundary as information that he can recall later, giving him practically unlimited storage. There are two downsides to this ability.
1. He remembers EVERYTHING. This includes all of his sad or painful memories and if he needs to recall things that happen to be deeply connected to these memories then they'll come flying back and hit him like a truck. And since he's one of the few fortunate enough to be born before Heaven even existed and has managed to survive up to this point, that's centuries worth of trauma that his Dogma is hiding to avoid driving him insane (if he isn't already).
2. Due to the strain it causes on him, his Dogma can't have him process everything all at once and will only give him information that it deems necessary. This will cause many "non-important" stuff such as memories of his past or his identity, things that define who he is other than his ultimate goal, to be stowed away. It also makes it difficult for him to "multitask" during a situation that requires massive amounts of info, often forcing him to constantly switch between them which can be mentally exhausting.
His whole ambition is to essentially serve as a camera and harddrive to record all the knowledge of humanity, or at least whatever left of it that he can shove in his head and The Boundary. So yeah, he has to be a genius at least.
One of the abilities in his second set of powers is that his tears can heal the wounds of any living being provided that they're still "living" of course. The amount of tears and time needed for it to work depends on the severity of the injury and it can't cure diseases or poisons (This one isn't that necessary honestly since he'll have medical knowledge regardless but he won't be able to play "the healer" unless he can make something similar. I have plans to give him equipment that are based on Dogmas he has encountered).

But yeah, that's all well and good. For the case of the healing, I'd say just list it as like Low-Mid and as the story goes on we'll build it from there on a case by case thing. What I'm trying to do with this is give the players a bit more freedom to experiment and branch out with their abilities in the RP itself rather than sticking 1000% to the profile, so you've got the leeway to **** around a bit.

Cool. So apart from the tears, his second set of powers is being able to create "eyes" and attach them to any solid surfaces that he touches including himself. These eyes are naturally comparable to those of the average Dogma user but they can receive enhancements which put them above that. These enhancements can be a lot of things with the best ones allowing him to analyze objects or beings, predict patterns and actions, or even see people's thoughts which work against even Ascendancy type Dogma users. Of course, it comes with weaknesses.
1. Each of his eyes can only have one enhancement and while he can create as many as he wants, it's hard to keep track with every single one of them. The more enhancements his eyes have and the better they are, the more they drain his stamina, though he can close any eye he isn't using to reduce the strain at the cost of temporarily disabling its enhancement.
2. His eyes are easy to damage and once destroyed, will lose their enhancements and vanish. He can feel pain through all of them even when they're not attached to his body. If he falls asleep or is rendered unconscious, all of his eyes will close.

Honestly, you can start without me. One, I have been busy because new year. Two, my laptop has been having problems for the past few days so I couldn't make much progress on the profile (and editing on mobile sucks). Once I finish it, you can just have my guy be introduced at a later point.
