The tier cap is 9-C, if you are giving a character above that they are lowered to 9-C.

Example: I have Post-Crisis Supes who is 4-B, his tier is lowered to 9-C and every time the tier cap increases so shall my tier.

At least thats how Hl3 made it sound.
