Slowness: With his presence, Mutran can slow down his opponents, even completely stopping all movement in an area if he so wishes.

Stasis Field: By making eye contact with an opponent, Mutran can trap them nigh-indefinitely in a stasis field.

Those are restricted. Since those were the ones you pointed out does that mean I can have him?

how good are these

Sleep: Mutran can immediately induce a deep sleep in his opponents that can't be shaken off through normal means.

Accuracy: Regardless of the environment and its condition, or the distance of its target and its size, Mutran can strike with pinpoint accuracy. He can also effectively use virtually any object as a projectile.

I think Sleep is on contact

Accuracy doesnt normally account for weapon reach

Sleep is induced with mental powers and he can only affect one person with it. Accuracy only works for things I throw and shoot. Accuracy is still dodgeable if you have a noticeable speed advantage or if you can tp away or something.
 
How are you going to do that? The RP still hasn't started even tho almost everyone here has a pc.

Mutran was accepted by the others if I restricted stasis field, slowing and adaptation.

Fine by me.
