Im curious. why does wall have a mountain level rating when he's capable of charging and firing an Etherion Cannon?

I wonder too.
Technically, it's a concentrated beam of Etherion, so this Ray is not going to destroy an entire country at impact, but has enough energy for it. So technically it should be a minimum at High 6-B in AP.
It's like Goku, he has the AP to destroy a Universe but he can not really blow up the universe, it's just that his attacks have that amount of energy in.
So I agree that Wall Eehto is Large Mountain level in terms of destruction capability. (Maybe even more seen the size of the explosions he produces in the Anime: which have the size in several mountains.)
But his AP with Etherion should be Large Country Level +.

Unless I'm misremembering we don't rate Wahl to the full power of etherion because we have no evidence that his variant on the spell would be anywhere near as powerful as the real deal. As such we can only scale him to the next best thing- the 7A feat.
It also doesn't help that it'll be an outlier without any other comparable feats
