Tier could be something like "Varies depending on the Celestial, at least 4-C" or "Varies, at least 4-C in general/for the general Celestials"

Arishem isn't a typical Celestial. We wouldn't rate an Asgardian civ page based on Odin or Thor. It's just for basic Celestials.

The narration is just that they make stars that then form galaxies with gravity. Its just an abstract representation of how the Celestials work without more evidence to it.
