That is in so far difficult to say as there is, as far as I am aware, no universally accepted definition of when exactly something stops being a gas and starts being a plasma.
Some cases are clear: If the gas is basically unionized it's not counting as plasma. If a gas is 50% or more ionized it probably is a plasma.
However, some sources state plasma might have less than 1% ionization and that a candle flame could count as plasma... and that's where things get difficult. Basically, the lowest end border of plasma is very uncertain.

But then if it is something indifinite what minimum level would it be possible to give to a weapon that reduces people to plasma?

Unquantified higher than vaporizing them, I guess.
