I don't know if this is even worth the time to talk about but Enel's tier is shown to be an upper mid tier character but given from what we know shouldn't he be a top tier character?

Not at all, the top tiers are all 6-C, but Enel is only 6-C by environmental destruction, in fact without amplifying his power with the Arc Maxim to make a Raigo all he can truly do is 7-C. It would be more accurate to rate him as a high tier than as a top tier.
