It's just a regular old flag, Funny has the ability to BFR by putting a person between objects which can work with fluids and mist I believe.

For example, flag and ground, spilled water and ground, door and wall, and if near an ocean or decent size body of water he just BFR or summon alternates like crazy.

No, the person/object that is between 2 other objects has to be in contact with both, think a bookmark in the middle of a book.Though Love train's passive enviormental manipulation would warp the enviornment,distance and landscape to bring Funny closer to a body of water or a body of water closer to Funny.

Medaka Box has had bikes, rocks, rubber bands, glasses, and screwdrivers all used for attacks.

It isn't visually intimidating or looks anything like an attack while also being completely harmless.The only way it can be considered an attack or damage is based off the person it's being used on perspective which is a discussion that could be argued forever.

The definition of attack you used literally makes it not an attack and once again damage is required for it to be deflected by Gagamaru.The only thing you could argue it to be is assault but that's not what Gagamaru deflects.
