[Dragonball super]Reason that average mortal power level of universe7 is low?

I don't sure what is true meaning of mortal level but for now let think that it is fighter power level

Is it because Z-fighter kill most of powerful being? For Example Freeza's family,Dabura and(May be)Dr.Gero

Or it is because once powerful being in universe7 die, good ones will have their place in other world to live(?) in peace forever and bad one got imprisoned in hell forever too ,that make talent soul don't have a chance to reincarnation and become mortal again?(not sure that all universe use same system or not)

Or it is just because universe7's god false? (lol)

Mortal level is the quality of civilzation. Prettt much the stuff Zamasu talked about. The low mortal level is because Supreme Kai trusted humanity too much and Beerus slept too much. I also think it is also due to Frieza's family and the Saiyans. We have a discussion thread for this so I will close this thread.
