So there's 9 or more characters in Tier 3-A. Which isn't right in my opinion
Vados & Whis deserves High 3-A because of their access to pocket dimensions, time control & matter manipulation.
Future Zamasu shouldn't be higher than 4-B. His attack potency isn't superior to super saiyan 2. His durability is high though but it's only because of his immortality
Future Trunks, Black, Goku & Vegeta never had universe level attack potency. I'd say 3-B at their best. Goku was creating universe ripping shockwaves when he was fighting with beerus. But that included Beerus's strength too. Beerus is still stronger than saiyans.
