Yeah I was just thinking about this but I'm afraid it'd go more or less the same as this with Gae Bolg and stuff, Cu being one of my favorites and me not knowing much about Raikou would be a bit naive though.

Cu obviously stomps cringe barely clothed waifu. even if we pretend Gae Bolg won't strike her heart even once, it would be multiple sure hits that would injure her and severely cripple her fighting capabilities. and she's already outclassed by Cu even without being injured. surviving as long as he did against Gil (in a close range environment with little room to move if memory serves) shows how good he is. whole other level. then there's other stuff in his favor like Battle Continuation and being stated to be the fastest Heroic Spirit.

you could assume that i guess. but it just said he was the fastest Heroic Spirit without the additional context of the war only. was during his fight against Archer in the VN.
