Does Masashi Kishimoto have an official twitter acount?

If he does have a twitter, I was wondering if anyone ever thought to ask him if natural energy supplemented the need for prep? The current standard is that chakra based jutsu is not equal to their natural counterpart (real lightning > charka lightning). So you would think that with Natural energy something like Kirin could be done without prep and have the same properties as real lightning.

All of the Twitter accounts connected to his name are in English, which is a huge red flag since he doesn't know any, so I doubt it. For instance, Nana Mizuki (hinata's seiyuu - or voice actress) has a Twitter account, and all of her tweets are written in katakana. Luckily, the translate function on most apps has gotten decent enough that I understand the gist of what she's saying, but I'm more worried about her usual subscribers thinking to hit "translate" when I tweet back. The point? Even if he did, it won't be much help subscribing.
