Even if he doesn't start with time manipulation, He's likely to use it before Orochimaru puts him down for the simple fact that Orochimaru doesn't have a definitive way to put him down, while doc strange has more than a few different ways.
I would say that qualifies as a stomp.
I mean, because of Orochimaru's nature as an evil scientist, most of his more powerful abilities (That would give him a standing chance against Doc Strange) require certain circumstances.
The problem with using current Orochimaru is that he has no feats and we have no idea what he's capable of. Orochimaru was heavily nerfed throughout almost the entire Naruto story, and he's likely gotten stronger since he got his jutsu back. It's also been well over a decade and he's continued his research of different jutsu.

Not really. He needs an incantation, and most of orochimaru's stuff can simply make him unable to really do that. Plus, incapacitation. And again, not in-character, he did it once against a being he had knowledge of, and he didn't abuse it after that.

He is plain stronger, he has everything he had plus more experience.
