To answer your question, the first option is more likely than the previous. There does not seem to be much information that Discord has an actual true form that encompasses anything and everything, so the second option is far less likely. To further elaborate, Discord would be able to reappear (or reemerge) from anyone who desires the very concept he apparently embodies/represents. On top of that, it could be that Discord/Accord does not only have that specific manifestation you and the others referred to as he clearly shown that he can have many others (while he was Accord) that can take up the role of whatever he plays as a result of what I previously said. Otherwise, it would have been at least difficult for him to do so, maybe even impossible.

I found something interesting in my recent MLP: FIM comic readings

Celestia seems to have resistance to corruption magic because her magic is powerful enough to withstanding this, in other words, Discord has magic power to superior to hers, so he should probably get Resistance to Corruption (Type 2)

I am not sure if their magic works similarly enough to assume that they have identical abilities.

I mean, she didn't say it was the nature of her magic that allowed her to stay uncorrupted, she said it was literally because she was too strong for the corruption to affect her. If it's based on magical strength, anyone comparable to her should scale.
