didnt read the thread fully but dio has 1 wincon, attacking makima until all japanese citizens die. so it depends whether makima would activate her mindhax before then, but i dont know her personality so uhh voting makima?

Maybe give Dio some prior knowledge about Makima's abilities. If he knew about her ability to mentally control others who're inferior to her, he'd immediately start with The World and take the opportunity during stopped time to do something dramatic that would confuse her, whether it be punching a hole through her body or some other trick that can't logically be explained. This would confuse Makima and make her realize she's not fighting a regular opponent, which would render her mental control powers ineffective.

Makima's usage of her mindhax seems to have been wanked, there's a blog I saw from the Gojo vs Makima thread that clears the misconception of what factors determines how and when she can use her mind hax on someone.
