Wouldn't Zeke also be smart enough to realise that fighting normally wouldn't alert Dio to the weakness of his nape? Covering the place riggt off the bat is a sure fire way to telegraph to Dio that his neck is a weak point whereas keeping cool may leave the neck exposed but comes with Dio not knowing anything.

Even then, he can harden his nape to be essentially unbreakable to comparable Titans. He doesn't need to openly cover it.
 
That said, Dio's freezing is a legitimate concern for Zeke since it can happen instantly with humans and while Zeke is far larger, the freezing of significant portions of his body should be enough to eventually take him down over time.
 
Timestop can allow dio to near instantly freeze all of zekes body then break it easily with the world. if the entire titan gets frozen or at least a large portion then destroyed then zeke won't be able to regenerate and will be forced out of the titan which would be GG for dio.
 
Part 3 DIO doesn’t use freeze or any other vampiric abilities (other than fleshbuds and blood drinking) while in character.
 
Bloodlust just means he'll use what he views as his best means immediately without qualms. If he doesn't use it at all and thinks something else will help him more, he'll use that thing. Even if it's not the best for the situation.

Yes, the best move from his perspective. He's not knowing the exact move to use on his opponents, just what he views as his best.
