Yeah gonna go with Dio Brando for freezing, there's a chance he has that ability too but it wasn't shown so Dio for now

I'd say Dio, but if Straizo has freezing, then it could go either way.

Dio is canonically multiple times stronger then a fresh vamp. He trained for at least two weeks in the manga, multiplying his power multiple times over. Straizo on the other hand did not and even made note how he didnt do that.

I'm voting for Dio, although I think it's a tad one sided, given Di is at least 2x stronger then Straizo with all the same perks plus freezing. Straizo is probably a more skilled fighter though but I doubt it'll mitigate Dio's advantage.

Dio in the manga, is stated to have multilpied his power multiple times over via training compared to how he was while a fresh vampire.

Straizo, through his own admission, didnt attempt to train or figure out his powers, he went straight to Joseph to take him ot now and he'll save the power testing for later.

Ergo Straizo is a fresh vampire, opposed to Dio who in the manga, trained for a few weeks and multiplied his power a few times over from when he first became one as well.
