Yes, and Shinra passively gets faster, enough to pressure someone who was likely above 26%. Unquantifiable how much faster he gets, but he blitzes most people with Rapid.

So if both combatants start at Baki's speed, the amp is going to be a lot more noticeable. Plus, to plateau at somewhere around 50-99% SOL, Baki has quite a bit of time to notice the speed increase.
